Install command line tools , Execute under the terminal
xcode-select --install
If the following message appears , Please use the method 2
xcode-select: error: command line tools are already installed, use "Software Update" to install updates

cd /Library/Developer/CommandLineTools/Packages/
open macOS_SDK_headers_for_macOS_10.14.pkg
After system update , Remove old tools
rm -rf /Library/Developer/CommandLineTools
Again using xcode-select --instal
