听起来什么职责明确、流程清楚，很有道理，实际上对于工作没什么帮助。每个问题都可以说跟自己有关，也可以说跟自己无关。为什么？因为没有哪个事情是独立的，都是有相互关系的。
什么事情能解决问题？责任。
